REGULATIONS:

1.      NWT COMPETITION

1.1.                        The Association shall hold a Championship Tournament for its members each year. The community hosting the tournament shall be responsible for choosing the date of the tournament. When tournaments are hosted in the Mackenzie Valley highway system, they shall be held at least three weeks prior to the break-up of the Mackenzie-Liard ice crossings. In Arctic Winter Games.

1.2.                        Territorial tournament categories shall be Masters (35 years and older on the day the tournament starts), Open, Open B (restricted to adult players), Junior (under 19 years), Juvenile (under 16 years) and Pre-Juvenile (under 14 years) as of December 31st of the year preceding the tournament.

1.3.                        Events in each category shall be Mens Singles, Womens Singles, Mens Doubles, Womens Doubles and Mixed Doubles.

1.4.                        The rules of play shall be those of Badminton Canada

1.5.                        Local rules governing interference from the fabric of the building or attachments may be made by the host club provided advance warning is given to all competitors.

1.6.                        Any member club may ‘bid’ to host championships in any year at the time of the Annual General Meeting.

1.7.                        Tournament entry fees shall be set by the Board of Directors. This fee shall be used exclusively for tournament costs and travel assistance for players.

1.8.                        Any grants and donations given to the Association exclusively for competition travel assistance, by Sport North or others, shall be returned to players entering the tournament. The total revenues returned to each competitor shall be derived by formula.

The formula to be used shall be the total (two-week) advance booked excursion costs for all competitors, minus the total of all grants and other revenues applied to travel costs, this figure to be divided by the total number of participants claiming travel support, and the resultant figure subtracted from each participant’s ticket cost. The balance of the excursion fare shall then be reimbursed to each claimant, to a maximum of the actual cost of a (two-week) advance booked excursion fare.

Competition travel assistance shall only be paid to individuals who have incurred an actual expense. If an individual’s travel has been paid by an agency/organization, any assistance payable will be returned to the agency/organization directly. If an individual has traveled on an aeroplan reward ticket, no reimbursement to assistance shall be paid.

1.9.                        All events will be played as a double knockout competition except, if there are three or less entries in an event, that event shall be played as a double round robin competition.

1.10.                    Players may enter all three events in any one category for which they are eligible, except veterans who may enter open events in addition to their own to a maximum combined total of three events.

1.11.                    Individual trophies or medals shall be awarded to the winners in each event in each category.

1.12.                    In round robin competition, ranking shall be established by the number of matches won.

1.12.1    If two players/pairs have won the same number of matches, the winner of the match between them will be ranked higher;

1.12.2    If three or more players/pairs have won the same number of matches, ranking will be established by the difference between total games won and total games lost, with greater differences ranked higher;

1.12.2.1          If this still leaves two players/pairs equal, the winner of the match between them will be ranked higher.

1.12.3    If three or more players/pairs have won the same number of matches and are equal in the difference between total games won and total games lost, ranking will be established by the difference between total points won and total points lost, with greater difference ranked higher.

1.12.3.1          If this still leaves two players/pairs equal, the winner of the match between them will be ranked higher;

1.12.3.2          If three or more players/pairs are still equal, the ranking will be established by drawing lots.

1.13.                    The Association shall be responsible for all tournament costs including shuttles, scoresheets, equipment, rent, trophies, etc.

1.14.                    The shuttles used for tournament play shall be selected by the Association as being the most suitable for play in the host community. Synthetic shuttles shall be used and the type selected shall be used throughout the tournament. The Association shall make every effort to select a shuttle type that is in general use throughout the NWT.

1.15.                    The Association shall:

1.15.1.  Announce the date and place of the championships to all affiliated and non-affiliated clubs.

1.15.2.  Mail out and receive all entry forms with fees and forward all entries to the host community.

1.15.3.  Appoint at Association cost a certified referee and at least one certified umpire, both of whom shall be excluded from playing in the championships unless their duties can be satisfactorily performed by other alternate certified officials in attendance at the championships.

1.15.4.  Seeding entries to the competition only where deemed absolutely necessary to ensure equal and balanced access to the draw for all entries.

1.15.5.  Advising competitors of the most appropriate, economical and expeditious methods of travel to the championships.

1.16.                    The host community shall be responsible for:

1.16.1.  forming a championship organizing committee

1.16.2.  preparing the draw

1.16.3.  timetabling all matches

1.16.4.  Providing all voluntary services deemed necessary such as billeting of junior players, local transportation, social events, refreshments, etc.

1.17.                    Notwithstanding 1.1 and 1.2 the Association may separate the Championship tournament into two events on two different dates, one for Junior, Juvenile and Pre-Juvenile (Junior) and the other for Open, Open B and Veteran (Senior)

1.18.                    In years where the Championships are separated, the Junior competition shall always precede the Open competition by four weeks where feasible.

1.19.                    Junior competitors shall be expected to attend their own junior championships prior to entering the senior championships in the same year.

2.      ARCTIC WINTER GAMES

2.1.                        The Association, by virtue of its participation in the Arctic Winter Games, subjects itself to all rules and regulations governing attendance and competition at the Games as laid down by the Arctic Winter Games Corporation, and to all rules and regulations governing sport team trials as laid down by Sport North.

2.2.                        The Association will appoint such representatives, as and when required by Sport North, to attend meetings or sit on committees dealing with the administration of Arctic Winter Games team/unit preparation.

2.3.                        The Association will prepare any plans, budgets, training schedules or any other documents required or desirable for the administration of the team selection/preparation process.

2.4.                        The Executive shall invite written applications for practicing coaches who would like to fill the positions of AWG Coach and Manager.

2.5.                        The coach shall be chosen and appointed by the Executive.  The Manager shall also be appointed by the Executive but after consultation with the coach. The coach and manager must be of different gender. Both are expected to attend the AWG Trials and the Junior Championships..

2.6.                        The Association will recommend to Sport North and/or the NWT Chef-de-Mission all those officials who are suitably qualified to officiate at regional and territorial trials, or at the Arctic Winter Games proper, should their services be required.

2.7.                        The Association will maintain liaison with the Badminton Association in the Yukon, Alaska, Alberta and Greenland to ensure that mutual interests are best served at the Arctic Winter Games.

2.8.                        All players entering the Games trials shall have endeavored to maintain continuous affiliation with the Association.

2.9.                        All players entering Games trials shall be prepared to present evidence of continuous activity and interest in badminton through affiliated clubs, school activity or through unorganized recreational groups.

2.10.                    Players new to badminton or new to the NWT shall be expected to maintain ongoing affiliation with the Association in years subsequent to their participation in Games competition.

2.11.                    All players must meet the age and residency requirements for competition as established by the Arctic Winter Games Corporation.

2.12.                    Competition leading to selection of the Arctic Winter Games team shall be held at regional and territorial levels.

2.13.                    The number of regions will be as specified by Sport North.

2.14.                    The Association will be responsible for promoting and coordinating regional competition. The conduct and organization of regional competition will be handled by voluntary members of the Association from the region in which the competition is held.

2.15.                    The Association will be fully responsible for all aspects of territorial competition with the assistance of local volunteers at the site of the competition.

2.16.                    Individual entries to regional competition will be unlimited.

2.17.                    Notwithstanding 2.16, local clubs that subsidize their players’ travel to regional trials may make regulations governing the number of subsidized players entering the competition from their community.

2.18.                    Territorial trials will be limited to one team from each region, each team’s size and composition to be no greater than the size and composition of the team selected to attend the Games.

2.19.                    If at all possible competition at both regional and territorial levels will be a double knockout format in Mens Singles, Womens Singles, in three categories of Open, Junior and Juvenile.

2.20.                    Players may be asked to compete in Doubles and Mixed Doubles matches to demonstrate to the Selection Committee their skill levels in these events.

2.21.                    In the case of three entries or less in an event, a double round robin format will be used for competition.

2.22.                    When there are entries equal to the maximum allowable in a team, e.g. two junior males allowed, but only two entries, a competition may still be held to determine the order of supremacy amongst the players.

2.23.                    When competition is completed in all events and all categories, players will be listed in order of supremacy.

2.24.                    On conclusion of the territorial trials, the team to represent the NWT at the Arctic Winter Games will be chosen by a committee of three persons appointed by the directors at the Annual General Meeting preceding the Games. The team will be composed of those players who have demonstrated a broad level of supremacy in those events featured most prominently in the Arctic Winter Games competition.

3.      CANADA GAMES

3.1.                        The Association, by virtue of its participation in the Canada Games, subjects itself to all rules and regulations governing attendance and competition at the Games as laid down by the Canada Games Council. The Association subscribes to the philosophy of elitism as a condition for Canada Games participation, as agreed by all member sports in Sport North.

3.2.                        The Association will appoint such representatives as are required by Sport North to attend meetings and sit on committees dealing with the administration of the Canada Games team preparation.

3.3.                        The coach and manager shall be appointed by the Executive within one year of the completion of the previous Games, and shall be expected to attend subsequent Arctic Winter Games trials and Annual Championships to perform team selection tasks.

3.4.                        The coach, manager and a designated member of the Executive shall select the training team and be fully responsible for the development and delivery of the training program. The training program shall be submitted to the Executive for approval before delivery. The coach and manager shall be expected to attend the Games with the team.

3.5.                        The President of the Association or his designate, together with the team coach and manager, will comprise a committee responsible for the preparation of any plans, budgets, training schedules or any other documents required for the administration, preparation and selection of the final team.

3.6.                        All players entering the Canada Games team selection process shall have maintained continuous affiliation with the Association and will have demonstrated a long-standing interest in badminton.

3.7.                        All players must meet age and residency requirements for competition as established by the Canada Games Council.

3.8.                        All players entering the Canada Games team selection process shall be expected to attend the Arctic Winter Games trials and the Annual Championships in the year preceding the Games.

3.9.                        Any player who, for reasons of studies, illness, travel difficulties, etc., will miss the Annual Junior Championships (or Senior Championships, depending on age) in the year prior to the Canada Games must petition the selection committee prior to the Championships for a waiver of the application of Regulation 3.8. Acceptance of the petition is at the discretion of the committee and its decision is final.

3.10.                    The committee will select and announce the final team prior to the deadline established by the Canada Games Council, including up to two alternates (male and female). Selection will be based on personal growth of individual players, team compatibility and all-round ability. The decision of the committee shall be final.

4.      TRAVEL

4.1.                        All persons travelling on behalf of the Association for attendance at meetings or in the delivery of programs shall have their actual travel costs reimbursed in full, including accommodation, meals and ground transportation. All costs are expected to be kept at a minimum and double occupancy of accommodation used whenever feasible.

4.2.                        For purposes of attendance at the Annual or Special General Meetings each affiliated club will be entitled to send one representative with travel costs reimbursed under 4.1.

The definition of a club for purposes of this regulation is an organized group of players in one community which has a membership of ten (10) or more adults. Clubs of less than ten adults are entitles to send a representative to meetings but at their own cost.

4.3.                        Travel subsidies or refunds to participants in any Association activity or event shall not be made until the participant’s original ticket stub has been received by the Secretary-Treasurer.
